Every character is a bit different. Some characters specialize in dealing damage, like Wraith or Ra. Some characters spread out the damage like Tempest or Haka. Some characters spend the whole game preparing to unleash massive damage like Bunker or Tachyon. Others are support characters like Vision or Legacy.Legacy isn't weak. In fact, when I use him, it almost feels like cheating. He does well in large groups of heroes, but sometimes he can make up for having a small group, too, provided you have one or two other damage-dealers. Legacy does especially well when combined with minion-killers such as Tempest.
If you like the "support character" but want to dish out damage, Ra may be more of your flavor. He dishes out a lot of damage, and has cards to enhance the damage of other team members.
I'm surprised Legacy didn't shine as completely awesome when teamed up with Wraith and Tempest, as that sounds like a perfect group composition to me.
