This stands out, are you sure you were doing it correctly?
You can only use each power once per turn. It is possible to have out 2 copies of Cleansing Downpour it is a rare occurrence.

3 heroes is considered by most the most challenging way to play the game, (H) scales in your favour but having only 3 turns between each villain/environment card makes for a lot of pain.
