I don't think that you need to overthink this.Turn 1 - Start of turn: execute start of turn on Side A (i.e. flip the card)
Turn 1 - Play: execute play on Side B
Turn 1 - End of turn: execute end of turn on Side B
Turn 2 - Start of turn: execute start of turn on Side B (i.e. flip the card)
Turn 2 - Play: execute play on Side A
Turn 2 - End of turn: execute end of turn on Side A
It's a bit like a game of Arkham Horror - you just follow the phases doing exactly (and only) what is in that phase.
