Which of these do you like the most: Gritty urban (Rook City); Gods and Monsters (Infernal Relics); Time Travel (Shattered Timelines)My recommendation is Infernal Relics. Rook City has its charms but the villains tend to be very hard and/or complicated to run, one of the environments is widely considered the hardest environment, and the two heroes are widely debated as being possibly underpowered. Shattered Timelines is great, but I find the heroes, fun as they are, to be straightforward, and thus less interesting than the IR heroes, and a couple of the villains (Dreamer, Iron Legacy) both _really_ benefit from being more invested in the Sentinels backstory, and have a very different play style that is perhaps best left until after one has enjoyed the previous decks more. Also one of the environments in Shattered Timelines (The Block), though I love it, is prone than to being a non-factor as the targets within it can spend all of their time fighting each other.
BUT you might be even better served picking up a couple of mini-expansions. You'd get fewer decks for your money, but some of the best decks out there. I'm thinking, in particular of Unity and The Scholar.
