The promos were from the kickstarter campaigns, and are sometimes given out at conventions or sold at charity auctions. They are a very cool thing to have, but they are not cheap on the secondary market.They are not shuffled into the deck or anything, so personally I see no reason not to proxy. The images are on BGG. In fact, I've owned all the promos except the first two, and I've sold them all and printed out proxies. When they're sleeved you can't really tell the difference.
