I can't really give any advice on Chairman (I don't have the expansion), but for Citizen Dawn, you need to work on getting rid of the other citizens. And as said above, ongoing removal is key.But in general, I don't often plan more than one turn ahead. I also try not to spend too much time (or any time) solely drawing cards. Especially in the early game when each villain starts with a bunch of villains, I don't feel like getting pummeled right off the bat.
And as with any co-op game, communication with the other heroes is key. Ask how much damage they think they can do, and decide as a team which targets to prioritize. If you have someone like Tempest in your group, it might not be worthwhile to destroy a low-health minion and instead you should target something with more health, and then let Tempest do his power attacking all targets.
But sometimes the cards are just against you, and you just have to do your best to deal with that.
