One Hero takes the damage. The way it is phrased, each Hero has the option to do this at the start of their turn (as opposed to the start of the Villain turn, for example). The amount of damage is based on the number of players (H-1 in this case). But again, only one takes it. Each has an opportunity until one does it. So that affects all your math because in a 5 player game, the most "base" damage is 4 and then whatever other modifiers.
