Its entirely possible that you'll have gibberish.the key is that Program cards go into play immediately- as in you draw one, put it into play, and then draw again. So its very likely that you'll end up with large code string early on.
With the deck breakdown at 24 program/16 other, it is entirely plausible for your starting hand to be: draw 4 program cards, put into play, keep drawing until you have 4 one-shot/ongoings.
With only 16 non-program cards, you'll be getting them a lot faster than you'd expect. And shuffling your trash into your deck soon too.
As for the gibberish code...well, thats possible. Because you resolve them from left to right, in order, you'll likely be able to get partly through each time before it devolves into nonsense. and then, as you rearrange and optimize, each readthrough will get longer and more involved. Or you could use an "end of line" to chop one short and have a simple program.
I'm honestly not sure. The preliminary testing I've done (involving scraps of paper) is promising.
